L1a to H1b after 6 years of h1b

I am on L1A visa and have I140 approved in Eb2 category. I will be done with my 6 years on L1a in July 2021. Since I do not have any previous h1 b, can I apply for h1b lottery in next year 2021 and if picked up in lottery will I be able to move on h1b and can I stay in US without going out of country ?

You can apply in lottery but cannot wait in the US if your do not have any other visa type to stay in US.

Many people file F1 to keep staying in the US.

Thanks @Anil_Gupta . Just want more clarification…So can I apply for lottery even After my 6 years are done on L1a? And if picked up in lottery I can move to h1b in my 7 th year of L1a?
