H4 Pending.Need to file H1B transfer with I-140 approved.Can I join on H1B receipt?

My last project ended in Aug 2023. I was on H1B visa with I-140 approved. I filed for COS, H4 and H4 EAD concurrently on September 18, 2023. The current status shows as “Case was received”.

Now I found a new job and company is ready to file for H1B transfer. My question is:

  1. What would be the process for filing H1B in this case?
  2. Can I join on H1B receipt?Or once filed, need to wait for H4 and H4 EAD to be approved first and then wait for H1B to be approved?
  3. Should this be a premium filing or a normal one?
  4. What would be the timelines for H1B approval here?My company expects me to join in 10 days.
