H1B cap exemption or not

Hi,
I got my H1B approved in 2010 and was valid till 2013, changed status to H4 EAD in 2011. Now, I wanted to change my status from H4 EAD to H1B in 2023.
Do I need to go through lottery process or just filing H1B petition is enough?
Please guide me

You should qualify for cap-exempt for the remaining period from the 6 years of your past H1B so no need to lottery.
