EB2 or EB3? New Employer restarting GC

Hello,

I have an approved I-140 (EB2) from previous employer, with PD=Sept 2016
My new employer would be starting my PERm, GC processing soon.
Would it be wiser to file it in EB3?
Also, if filed in EB3 and then EB2 PD becomes current before EB3 queue, can I use the I-140 from previous employer to file I-485?
