Which date of effect has to considered for august invitation draw for 189 visa from the first or second image.

If my date of effect is 22.07.2018 with 75 points in computer engg.

Will it be considered for September 2018 draw?
The difference between both date of effect is confusing, which one to consider for each draw?

30 May 2018 is the maximum date that any EOI with at-least 70 points was sent an invitation.

This includes all non-pro-rata occupations.

The second image that you have shared shows the pro-rated occupation list.

Pro-rated means that these occupations are oversubscribed and hence, each draw is limiting the number of applications that can be sent for them.

In this image, you have to check your occupation code which is 2613 and its date of effect: 20 June, 2018.

2613 occupations had invitations for people with 75 points filed up-to 20 June 2018.

Chances of getting invitation with 2613 and Date of effect: 22 July, 2018

As I had already answered in your other question (that you asked earlier), your chances of getting invitation in Sep 11, 2018 draw are very high.
