STEP OPT expired, H1B was not picked up in 2019 lottery
My STEM OPT expired in July 2018. I did not have any luck with H1B for 3 continuous years.
Working on CPT, Planning to file H4 COS and H4 EAD
Right now, I enrolled in a university and working on a CPT program.
My husband got I140 approved recently. I am planning to apply for H4/H4 EAD simultaneously.
Do you think should I go ahead and apply for the Change of Status or wait till the DHS decision on withdrawing H4 EAD?

And also what are the approximate wait times for F1 to H4 COS?

At this time, there is nothing concrete and hence H4 EAD is still available. You can apply for it at this time.

Depending on the USCIS service center, H4 COS is taking somewhere between 5 months to 1 year.
If you want to change to H4 quickly, you can go out of US and get H4 visa stamp via US embassy.
That will be lot faster than filing F1 to H4 COS within US.
