Use Rental agreement with future start date as US address proof for Passport renewal?

hi,
My passport expires in November 2018 and my L1 visa expires on Aug 2018, I came from India a week before and I am staying in hotel.

so I am planning to renew my passport by this month but I will have the rental agreement in USA only by 1/3/2018 since this is the day I am moving to an apartment and I am from state Minnesota.

The question is can I use this rental agreement as a proof because my utility bill will be provided only on 1/4/2018 since my stay in this apartment starts on 1/3/2018

Lease should be valid at the time of submission of documents.

As per my information, the lease should be valid at the time of submission of documents.
You only need any one address proof i.e. either lease or utility bill.

So, you can use it on March 1,2018 as an address proof. Its just 8 days away. Till that time, you can prepare your application and send it right on Mar 1 to CKGS.
