Power of attorney for property in India need both Apostile & Embassy Attestation?

Hi , I am a naturalized US citizen of indian origin. I want to give power of attorney to my brother ( indian citizen ) in india to sell property in my name. They send me a power of attorney asking me to get it attested at the Indian Consulate.

My question. When i checked the Indian consulate website, it says if the power of attorney is notarized and then Apositled. that is sufficient as per Hague convention . I am confused if i have to still get this attested at the consulate. or Apositle is sufficient.
