L2 EAD application, without L1 receipt/approval

Hi All,
L1/L2 extension applied in 1st week of October,
Receipt for L2 Received in 3rd week.

As We have applied for L1 extension, but do not have the receipt for it yet ,
I have my L2 extension receipt, Can I apply for L2 -EAD without the L1 receipt /Approval.
Please advise

L1 receipt number is required for filing L2 EAD.
