Is Official Letter from Company required for explanation of why employment reference cannot be provided

As per ACS below new rule in December:
(An explanation will be required from your employer on official company letterhead as to why an
employment reference letter cannot be provided.)
I submitted the colleague reference in November and rejected due to Payment evidence.
Now I am going to submit with payment details.
Do you think they will now expect the company letter for mention new rule.

This letter of reason or a letter simply saying that employer cannot provide the work experience letter was always part of requirements for ACS assessment.

Its just that they have started implementing it rigorously these days.
