I’m planning to apply for 189 visa. I have 7 yrs of total exp.
Out of which initial 2 years was in a small startup.
I have reference letter from my boss and payslip.
But the salary was “paid in cash” and was in non-taxable bracket. So I have not filed ITR for those 2 years in the past.
Is reference letter and payslip enough? or do I need bank statement and ITR filing?

If the salary was under the non-taxable bracket, you should be fine and if the law allows you to not file ITR.

You still have to get the assessment done and you can claim this job as relevant only it is counted positive.

Is there anything other than
(i) reference letter with job description matching the ‘skill visa requirements’ and
(ii) payslip required to claim the points for the initial 2 years?

You should give as many proofs as you can.

The only required one is the employer issued work experience letter though.
