I765 (H4 EAD) - Reason for applying answer options

My wife has held H4 EAD in the past, but moved to H1B for few years. Now she is applying for H4 EAD again. What should she select in Question 1 of I-765 form - 1.a Initial permission to accept employment OR 1.c Renewal of my permission to accept employment.

I am leaning towards 1.a because she has been on H1B most recently. Appreciate any advice you can provide.
