How recent should be the paystubs for doing H1 transfer? For instance if the transfer is applied on September 10th is there like a timeframe for the latest paystub?
You need most recent 3 paystubs at the time of applying H1B transfer preferably immediately before the filing date.

I have never heard of any delays of payslip in the US.
It seems that you are trying to hide your non work arrangements. USCIS knows everything as data gets reported to them.
They will send an RFE if they have suspicion.
The payroll is scheduled for next month as in August paystub would be coming in October. So if RFE comes then that one could be attached but while filling it won’t be there.
