H4 to F1 I-797 Missing and about to fill I-824 for its copy

My Visa status from H-4 to F-1 has approved a year ago but I didn’t receive my I-797 approval notice. Now I am planning to apply the I-824 form but it would take so long and I really don’t want to wait so long as I am about to apply my OPT and My DSO was asking for form I-797. Can you please direct me to the right direction on what I need to know now?

Form i-824 is the official way of requesting a copy of approval.

Why have you not applied it earlier and have waited for an year?
