H4 To F1 Case process outside normal processing time

Hello Anil,

I applied H4 To F1 COS august 9th 2018( CSC). The case is out side normal processing time. They are currently doing August 15th cases. I raise the service request yesterday. I got the reply they said Expected reply by March 19.
is there any other way to follow up the case?

There is no way to do a follow up. You can raise another Service request after March 19 though.

I got a email form USCIS saying

The status of this service request is:

On 02/25/2019, you contacted USCIS concerning your I-539 to notify us that you believe your case is outside of our normal processing time. Below is a summary of what we found and how the issue has been or may be resolved.

The processing of your I-539 is within our current processing time. Please see our Web site at www.uscis.gov for processing times.

I confused about with in our current processing time, My received date is august 9th 2018. The USCIS current received date for SR august 18th 2018.
California Service center ( H4 to F1 COS).

Do I need to raise another service request?
Could you please help me?
