Are h4 stamping being done in India since may via drop box or is it delayed bcos of covid ?
From what I read on different forums, people are getting dropbox appointment for H4 stamping. Just make sure you include the NIE letter along with other documents so that the visa can be approved and the H4 can travel to the US while the presidential proclamation for travel ban is still on.
