H4-ead application filing at specific service center

Hi,
What is the best center to apply for h4-EAD. Are there any difference in processing time if you send your application to different center?
I am in California and have my h4 visa and my spouses h1-B visa extended.

You cannot choose H4 EAD application service center on your own.

You have to send the H4 EAD application based on the H1B’s receipt number code:

Oh ok. thanks. How much is the estimated time these days? If we are filing tomorrow.
Also, I have birth certificate and marriage certificate issued in Indian language. Do I need a translated document?
