My H1B visa interview has been sent to ‘Administrative processing’ and i have been waiting for over 3 months now.
Can I apply again for Visa interview if my application is pending for 3 months or is it only allowed in case of extended administrative processing (one year or more)?

There is no harm in doing so, but likely no benefit, either, unless your have undergone a change in circumstances or have new information to provide in the visa application or interview.
