H1b transfer denied during 60 days grace period

Asking for a friend - Laid off due to covid-19 and currently within 60 days grace period, H1B transfer applied in premium processing waiting for receipt. I-94 valid till 2021 and I-140 approved.

What are his options if H1B transfer denied within the grace period or after the 60 days grace period?

I thought it is possible to re-apply the H1 transfer if it is denied within the 60 days grace period.

Please correct me if my understanding is not correct.

You can reapply within 60 days if your i94 is still valid.
