H1b transfer after 240 days of i94 expiry with h1B extension pending

One more thing i wanted to ask is that my existing employer didn’t pay me after 240 days so since june 2018 as he said i am on admin leave and he by law not required to pay and my new employer filed for h1b transfer on sep 13 using paystubs till june 2018 so do you think USCIS will question that why i didn’t get any salary as there are no latest paystubs after that or maybe consulate can ask for latest paystubs when i go for stamping for my new. Is this reason justifiable that i was not working becoz of 240 days rule and that is why my employer didnt pay me ? if not what can i say for this question then ?

Just say the truth.

Stopping work after 240 days of i94 expiry is official USCIS rule and you have done nothing wrong with it.

Since, you were not working, you can’t really have any paystubs.
Don’t make up any stories. Just say what has really happened and you should be good.
