Department of State sent back my petition to USCIS for review and possible revocation. USCIS still reviewing it.

may i know how much time USCIS will take to send the Notice of Intent to Revoke (NOIR) to my Employer?

There is no set fixed time for revocation. USCIS may or may not revoke based on US embassy recommendation.

Is this is a first time H1B selected in lottery?

Yes, This is my first H1b selected in lottery.
I was in USA. My Employer filed my H1b on April, 2018. And it’s got approved in September, 2018. Then i came to India in December, 2018 for Stamping.

I suggest to talk to an attorney to find a possible path based on specific situation.

You cannot enter US at this time unless you can get a visa.

If you apply an H1B transfer and get it approved, it may again be withdrawn if the primary lottery cap application is revoked.

You can apply the transfer though at this time.
