F1 to H4 change of status and H4 EAD - fastest options

Hello Anil, Thank you for answer all questions patiently! really appreciate it, Here is the Question I have:

My spouse is currently on F1 visa. Which one do you think will be faster in terms of processing time:

  1. Apply for H4, H4-Ead for my spouse, along with My H1b-extension in premium processing (post Feb 19th)
    or
  2. Spouse travelling to home country and come back on H4 visa, and then apply for h4-Ead, along with My H1b-extension in premium processing (post Feb 19th)

Assuming, you want to convert to H4 after Feb, 2019, filing H4 COS, H4 EAD and H1B in premium would be fastest.

Remember, H4 validity is attached to your H1B. So, if you spouse travels outside USA NOW to get H4 status, you will still need to extend it with your H1B extension.
