Do I need witnesses signatures notarized prior Power of Attorney attestation (in person at SFO)

Are witnesses signatures mandatory prior to Power of Attorney attestation?

I will be visiting SFO embassy. Unfortunately, the closest person I know in US lives 4 hours away. The person in India who will hold my power of attorney plans to go in person to the Indian court with 2 witnesses. Will this suffice? I am putting a lot of effort to go to the embassy and this is an urgent matter of litigation so seeking your advise to have complete clarity.
