COS from H4 to F1 service center

Hi,
I came to the USA on H4 visa in Feb 2018 and recently my H4-extension got approved till Sep-2021. I am planning to apply for a COS from H4 to F1.
I have a question:

  1. Which processing center the COS application goes to? Does it depend on where I live or based on the location of the University?

My spouse H1b-I797 code “WAC”.

I cannot guess where they will send the F1 application to.

F1 is an independent visa. So, it is not necessary that it’s service center will be same as H1B.

Am residing in Seattle (West coast) still am I supposed to send COS application to Texas. Is this the only address for all the COS H4-F1 applications?
