Can friend or relative submit DU transcript request?

Can anyone go and submit the documents signed by the requestor or do we need authorization even for submission of documents?
I know that we need authorization for collection. My question is for submission.

Secondly, authorization can be given just by writing on a piece of paper and signed by the requestor, or there is a format to do so?

Anybody can submit the request in-person in Delhi University campus

There is no specific format for authorization letter. Simple words are sufficient to give authority to collect documents on your behalf.
It’s good to carry a copy of requestor’s ID proof.
