Applied H4 COS, and decided to take LOA, can I apply for paid family leave in California

Hi,
I applied for my H4 last week as this is my last year of STEM OPT.
Recently I take the LOA and the company wanted me to apply for paid family leave in California.
I want to know if I should apply for it. Is it qualified for any option in I-539 part 5 Public benefits? If that’s the case, does it will affect my application for green card in the future?

I want to know if applying for disability insurance is a public charge, and the answer is no.
